Security Clearance Reform: An Industry Perspective
Federal Computer Week and the Information Technology Association of America invite you to join us Monday, June 26 at 2 p.m. Eastern/11 a.m. Pacific.
In light of the Defense Security Service’s recent decision to place a moratorium on accepting applications for clearances and periodic reviews, Federal Computer Week, ITAA and a coalition of industry partners fielded a survey to
learn how the growing backlog of security clearances is affecting agencies and the contractors that support them. The survey reveals the extent of the problem among contractors and the impact it eventually could have on the cost
of government programs.

A.R. "Trey" Hodgkins, III
Trey Hodgkins is the Director of Defense Programs for the Information Technology Association of America. His focus is on the use of information technology at the Department of Defense and the intelligence community.
The areas of interest for defense issues identified by ITAA members allow DoD designations: Business Systems, Enterprise Architecture/Netcentricity, and the Warfighter. For Intelligence, the areas of interest include:
the Information Sharing Environment, Security Clearance Platform, Intelligence Reform and Acquisition in the Intelligence Community. As part of his area of responsibility, Mr. Hodgkins is heavily involved in industry
efforts to monitor both legislative and regulatory changes to acquisition policy.
Prior to joining the ITAA, Mr. Hodgkins was the Director of Government Affairs at the Association of Old Crows - the Electronic Warfare and Information Operations Association. In this position, he established a formal government affairs
program for the Association to heighten the attention provided to electronic warfare systems in the policy development process.
In addition to these recent positions focusing on the Defense industry, Mr. Hodgkins has a total of over 23 years in the Federal, State, and Local government arena, serving as a staff aide in Louisian State Legislature,
as a federal liason at the National Rifle Association; Assistant Director for Legislative Affairs at the American Textile Manufacturers Institute and as the Manager of Governmental Affairs at the Louisiana Sherriffs' Association.
Mr. Hodgkins holds two Bachelors Degrees - in Political Science and History - from Louisiana State University and a Masters in Legislative Affairs from The George Washington University. He also holds a certification
as an Association Executive from the American Society of Association Executives.
Maxine Lunn
Maxine Lunn has been Research Director at Federal Computer Week since 2004. She has conducted a number of studies of interest to FCW readers, including an annual “Best Agency for Federal IT workers,” surveys on government employees’
use of specific technologies and budget analysis. She previously worked in commercializing technologies developed in the state of Virginia and as research manager for a contract supporting the U.S. Agency for International development.
Maxine has an M.A. in international affairs and international economics and a Ph.D. in Public Policy.
